That's because you're in China. It's sad, but maybe 99.99% of pages opened on piwigo.org from China are either attacks or spammers :-/ So I've decided to block all chinese IP addresses for now. It's really a shame because it makes people like you, the 0.01%, unable to reach piwigo.org (only cn.piwigo.org which does not contain the installation documentation in English, but your have https://cn.piwigo.org/doc/doku.php?id=%E5%AE%89%E8%A3%85%E6%8C%87%E5%BC%95:start )
