From the UI you can set a time zone offset in hours plus or minus from UTC.

Unfortunately, worldwide, not all time zones are a whole hour.
Many are 30 minutes or even 45 minutes.

Need to consider how to support this (hours and minutes fields, just minutes, something else) and then reflect that all the way down into the NTPClient that uses the offset and the config that gets saved and restored.

This does not affect me personally, but as I spelunk through the code for proposed changes to display date and time, I noticed this.

can you check on the latest V4.0.0 if you are able to have hours and quarters of hours as well ?

Cool that you reused the field as a float/double and not an integer :)
I set my digi to -4.25 and it worked as expected.
Closing.
